I think this is quite an old idea. I remember going to a lecture in Leicester at a "Science Café" meeting about it. Unfortunately I can't recall the speaker's name. -I just did a search and came up with his name: Mark Hadley. She proposed a transactional way of looking at the quantum level of reality like Heisenberg described. Lots of approaches but no luck so far.
